A period per entity, jurisdiction and year. Lock it, check it, sign it and keep the history.

Lifecycle

Snapshot lock: freeze the data that the report is built from.
Completeness score and validation report show what is missing.
Sign-off and attestation by a named signer, a member with the can_sign_reports permission.
Amendments, with a diff against the submitted version, and a resubmission history.

A period cannot lock while a quality flag is open. Each sealed version has a fingerprint you can check at /verify.
